This happened during Decoded 2022 in Buenos Aires, Argentina. Gavin Wood’s presentation was one of the most applauded of the event. The implementation of Gov 2 will be carried out in the first instance in Kusama, Polkadot’s Canarian network.

The goal of “Gov 2” is to replace the current council-led government with a more open and decentralized structure.

During Decoded 2022, a Polkadot event that is taking place in different cities in parallel, its founder Gavin Wood explained through his talk in Buenos Aires, the new on-chain governance system that will govern Polkadot layer 0 blockchains and Kusama.

During the event, Wood is quoted as saying that, “We want to lower the barriers to make a proposal. We want voting for them to be easy and cheap for people, and for unlimited referendums to be held at the same time. But how to do it safely?

In his presentation, the also co-founder of Ethereum explained that the main objective of Gov 2 is to increase the number of collective decisions that the Polkadot government system can make.

To achieve this, Wood announced the origin of the Polkadot Fellowship, which will be made up of a group of experts, most of whom are self-employed from Polkadot.

With Gov 2, anyone can submit a proposal, at any time and as often as they please. Thus, there will no longer be a limit on the number of referendums open simultaneously.

“The Fellowship has no decision-making power over changes to the protocol. Its only power is to declare proposals as safe and urgent. It is an oracle nothing more,” he added.

In short, with this new governance model, the people who make a proposal will have to define their type. Depending on its level of complexity, the Fellowship must define the security measures.

“Members will obtain a position according to their levels of experience and commitment, being recognized by their peers and by the members of the highest level, through a general referendum.”

Polkadot Ambassadors’ Opinions on Gov 2

Undoubtedly, Gavin Wood’s presentation in Buenos Aires was one of the most important of the event. About it CriptoMacZam, ambassador of the Darwinia Network and DICO projects —which are part of the DotSama ecosystem— commented that it was one of the funniest and most playful of the day.

On Gov 2, he thinks that, “Currently, it is perceived that governance is a slow mechanism… They want to streamline and that is very good, but it can be dangerous. A balance must be sought between agility and security.”

Besides, Maarmapa, ambassador of Polkadot and Kusama, highlighted the community’s welcome towards Gavin Wood. In addition, he stressed that thanks to Gov 2, the number of proposals they expect to receive will increase. He claims that, “The entry barrier to generate proposals decreases, and the more there are, the better. The ecosystem without community does not exist, because each project depends on the community, regardless of the technology”.

As usual in this project, Gov 2 will be implemented first in Kusama, Polkadot’s Canary network.
