Brazilian Senator Supports Bills to Boost Bitcoin and Exempt Responsible Miners from Taxes

The report presented by Irajá Silvestre Filho does not contain any proposal to modify the content of the bills. The draft laws deal with the obligations of exchanges, the legality of cryptocurrency transactions, and the status of crypto assets as currencies.

Cryptocurrencies like Bitcoin are increasingly relevant in the global economy, which Latin American governments do not overlook. In that sense, Brazil might become one of the most advanced regarding regulations on cryptocurrencies in the short term.

Senator Irajá Silvestre Filho from the Social Democratic Party (PSD) of Brazil recently expressed a favorable view about three bills. He thinks they could solve much of the regulatory gaps slowing the development of the cryptocurrency industry in the country.

The website of the Brazilian Senate describes the report that Irajá Silvestre Filho presented before the Economic Affairs Commission. It indicates that it does not contain any proposal to modify the content of the bills. Besides, it testifies there is enough merit for their approval, requesting the legislators to vote favorably.

When the Economic Affairs Commission of the Brazilian Senate received that document, they listened to the arguments of Irajá. Otto Alencar asked for more time to analyze its content before submitting it to a vote after a public hearing.

Brazil Has Three Bills for the Cryptocurrency Ecosystem

As a fundamental point, 2020 Bill No. 4207 typifies criminal behavior related to cryptocurrencies, like promoting pyramid businesses. It also establishes the obligations that crypto financial service providers must respect.

Concerning 2019 Bill No. 3949, it recognizes the legality of operations with cryptocurrencies as investments regulated by the exchange infrastructure. Besides, it separates the equity of exchanges from that of their customers.

However, not everything is easy for cryptocurrency enthusiasts. The draft Law also establishes a progressive tax on capital gains for investments in cryptocurrencies. That would range between 15% on profits up to five million reais (BRL) and 22% on those above BRL 30 million.

Regarding Bill 3825 of 2019, it gives the Central Bank supervisory and regulatory powers for those entities offering cryptocurrency services like exchanges or wallets. In addition, it subjects the issuance of initial coin offerings (ICOs) to the control of the Securities and Exchange Commission (CVM).

That draft Law also grants crypto assets the status of currencies instead of commodities. That opens the way for exchanges, banks, and FinTech platforms to offer financial services like cryptocurrency loans.

Similarly, it offers a tax exemption on cryptocurrency mining operations using 100% of electrical energy generated through renewable sources.

There has been significant progress in investment in cryptocurrencies and blockchain technology and their adoption. In addition to planning to launch a CBDC in 2022, the country was the first to approve a cryptocurrency ETF in South America.

The abovementioned bills and advances of Brazil regarding adopting and using those assets prove the interest from the government in them. In that way, they join those countries that have made cryptocurrencies a crucial part of their economic systems.

Australia Gets Ready to Introduce Regulatory Framework for Cryptocurrencies

The regulatory proposal is part of a strategy by the Australian government to digitize its payments platform and infrastructure. Australia also considers a CBDC.

The Australian government is preparing to introduce a regulatory framework for digital currencies amid a larger reform to the country’s payment systems.

Josh Frydenberg, Australia’s Treasury Minister, revealed this week that the regulatory framework will introduce licenses for cryptocurrency exchanges that work locally. He also revealed that the Treasury is working alongside the central bank to manage a central bank digital currency (CBDC).

The plans are part of a strategy to modernize Australia’s payment systems, which is said to be the largest reorganization of the Australian payments system since the 1990s. Frydenberg said the reforms “will firmly place Australia among a handful of leading countries in the world. “

New Framework for Regulating Cryptocurrencies

In an interview with a local media, the minister highlighted that the new regulations will broaden the definition of services and products that can be regulated. Companies that acquire and sell cryptocurrencies would need to have a proper license to bring more security to users.

The minister also added that, for consumers, these changes would set up a regulatory framework to support their growing use of crypto assets and clarify the treatment of new payment methods.

According to Reuters, the Australian government would start consultations on setting up a licensing framework for digital exchanges in early 2022. It would also consult on regulating companies that work with cryptocurrencies on behalf of their clients.

Australia  Now Considers a CBDC

The treasurer also highlighted the government’s strategies to issue a CBDC. Frydenberg’s statement came a day after an unidentified high-level government source advanced to The Australian on Tuesday that a Bitcoin or cryptocurrency backed by the RBA is currently a subject of discussion and will be a key element of regulatory reform.

In October an official at the Reserve Bank of Australia announced that the central bank was accelerating its development to stay ahead of global competition, although they did not see strong arguments for a CBDC in Australia.

According to Cointelegraph, the reform plan comes shortly after an Australian Senate Committee tabled various proposals around cryptocurrency regulation in September. The proposals added the addition of licenses for crypto exchanges, an overhaul of sector taxes, and new laws to govern decentralized autonomous organizations (DAOs).

The Australian government appears to be in favor of most of the proposals put forward by the Senate Committee; Although he has rejected a project related to reducing taxes on Bitcoin mining that use renewable energy, according to that medium.

The announcement about the new regulation comes at a time when digital currency adoption is growing strongly in Australia. A recent survey revealed that the number of Bitcoin holders in the country has increased, especially among the female population.

On the other hand, the Minister of Financial Services, Pensions and Digital Economy of Australia and senator, Jane Hume, acknowledged a few weeks ago that cryptocurrencies are not a trend.

One-Fourth of Investors in the United States Already Own Bitcoin

The use of Bitcoin as a store-of-value asset and a means of payment is the trend in the United States. Twenty-six percent of 1,000 people consulted for a survey already have Bitcoin.

A recent report from Grayscale confirms that Bitcoin (BTC) has penetrated American society. It reveals that more than a fourth of investors already have BTC on their balance sheets.

The document indicates that 26% of 1,000 investors consulted have Bitcoin, a growth of 3 points compared to 2020.

At that time, the pioneering cryptocurrency was trading at around USD 30,000. The firm explains that the current growth in interest is also consistent with the price increase.

The way investors prefer to buy their Bitcoin has evolved in the last year, Grayscale highlights. They recall that more than three-quarters of investors chose to purchase BTC on exchanges in 2020. About two-thirds (59%) of investors currently buy through cryptocurrency brokers like eToro.

Therefore, only more than a third (35%) of the investors consulted express their preference to buy BTC directly on an exchange.

The firm notes that investors are also increasingly using FinTech apps to gain exposure to cryptocurrencies. They say that thirty percent of investors chose to buy Bitcoin with digital wallets or money apps like CashApp.

That leads them to consider the increase in those transactions a crucial factor for FinTechs like PayPal, which supports Bitcoin.

Choosing to Use Bitcoin as a Store of Value or as a Currency

Grayscale also described the perception of Bitcoin as an investment and as a currency among investors. US investors say that the two primary uses for BTC are as a store-of-value asset and as a payment method.

Financial institutions still grapple with the role of Bitcoin in the global economy, but investors prefer BTC as an investment. The latter know that they can accumulate long-term returns if they keep it instead of using it to make payments.

According to the firm, that has been a notable change since last year, when BTC was more relevant as a currency than a store of value.

Three times as many investors now consider holding Bitcoin as a store of value rather than as a currency. More than a third (37%) perceives BTC as a short-term investment to keep for less than a year to make quick money.

However, more than half (55%) of investors see Bitcoin as a long-term game, together with their general investment strategies.

A fifth of the investors surveyed that perceive BTC as a currency see it as a medium of exchange to pay for goods and services. Grayscale also noted that another 14% consider BTC a peer-to-peer method for money transfers.

The participants in the survey by Grayscale were people between 25 and 64 years old. All have invested at least USD 10,000 in assets and receive a minimum annual family income of USD 50,000.

The relevance of Bitcoin as a store of value is increasingly growing, of which the survey by Grayscale is only one example. Both individuals and institutions see it as a long-term store of value.

According to Elon Musk, the State is the Largest Corporation with a Monopoly Based on Violence

0

The businessman believes that the action the State applies in the economy must be minimized to achieve progress. He invited to reject the Infrastructure Law because it would increase the deficit.

The CEO of Tesla and SpaceX, Elon Musk, said that the federal budget and the debt of the United States of America are insane, and if there is no cut on government spending, something worse will happen. For that reason, he sees the State as a corporation with a monopoly based merely on violence. According to Musk, the State is the only one who is legally allowed to exercise violence.

Elon Musk expressed his concerns about the Build Back Better bill that the Joe Biden government promoted. This bill is a new law that would allow more than USD 2 billion in funds to boost infrastructure companies.

Musk believes that the Infrastructure Bill should get scrapped by Congress. From his point of view, the increasing intervention of the State in economic affairs is one of the biggest problems in the United States of America.

In that sense, the chairman firmly believes that the Government should get out of the way and not impede progress. In addition, he asked the State to stop being a player in the field since its intervention in the economy must get regulated.

Monetary Emission and Inflation

The businessman, who is also the third richest person worldwide, expressed concerns regarding the effects and impacts of inflation. Musk highlighted that a phenomenon such as inflation is the most regressive tax, but it gets defended by those who claim to be progressives. With this statement, he ironically referred to the politics of the economy.

The bitcoin mogul, which is popular for its supportive stance on cryptocurrency investment, stated that the ideology of progressing as a country and generating inflation at the same time is contradictory. They do not go together, which is why it holds the US Government responsible for this economic problem.

The US government has created several tools with the idea of rescuing the economy amid the coronavirus pandemic. This action took place without considering that the inorganic emission of money causes an excess of cash and, by the law of supply and demand, it loses its value.

The effects of the inorganic emission started to experience an expansion because, for October, the interannual inflation index was 6.2%, the highest in the United States of America in 30 years. And now, in parallel with the appearance of the new omicron, the new variant of covid-19, Powell told Congress that times of uncertainty and ambiguity about inflation figures are ahead.

Elon Musk appears to believe in bitcoin’s ability to offset the ills caused by government decisions regarding fiat money. The company he currently leads, Tesla, is one of the great accumulators of cryptocurrency and has 43,200 BTC in its treasury.

According to CZ, Binance Desires to Operate in the UK Again and is Working Hard to Achieve it

Binance CEO CZ wants to set the exchange back to the UK.

Binance, the largest cryptocurrency exchange by trading volume, is working to rebuild its operations in the UK after it was told by the Financial Conduct Authority, FCA, in June to shut down its activities there. This information comes from the CEO of the company, Changpeng Zhao, CZ.

CZ told that outlet that the company is trying to become a registered crypto-asset firm, it is a process that will take 6 to 18 months.

CZ said that, on June 28 of this year, the UK Financial Conduct Authority issued a warning to Binance Markets Limited, Binance’s British subsidiary, and Binance Group, imposing restrictions on Binance’s activities in the UK without the prior consent of the FCA.

Later in August, the FCA highlighted that Binance Markets Limited met all the requirements, although the company was not yet able to conduct regulated business in the country, because it was “not capable” of being supervised.

Regulatory measures against Binance have been implemented in various countries, including the United States of America, Japan, Italy, Australia, South Africa, and Singapore. However, Binance has been taking steps to comply with its product offerings and practices, including reducing high leverage, imposing mandatory KYC standards, and strengthening its compliance team with expert hires.

According to the media, it seemed that Binance would use Singapore as its first base of operations, but relations have soured between the company and the Monetary Authority of Singapore.

A New Branch in Ireland

According to the news, Ireland will be Binance’s new home. The exchange, famous for its decentralization, has registered this new company in Ireland: Binance Exchange. The media believes that Binance Exchange, the new entity, gets poised to serve as the corporate mothership and not as a technology licensing portfolio company or regional subsidiary.

Binance has an interest in opening regional offices in Europe. The first physical headquarters is a reality in Ireland. For its part, the proposal of a physical office in France would be possible given that it has received an affirmative response from the authorities if the platform complies with anti-money laundering (AML) regulations.

This situation took place after Binance CEO Changpeng Zhao, CZ, revealed that the exchange wants to establish regional hubs globally to achieve good terms with regulators. One of these centers is in France. This decision comes after the exchange came under scrutiny worldwide for alleged weak anti-money laundering laws.

According to Binance, its decentralized management structure has been the key point of contention with regulators. Therefore, the establishment of offices is the first step to be considered a company with all the laws.

Overall, Binance acknowledges regulatory hurdles, and CZ states that its goal is to be okay with regulators. Consequently, the exchange has focused on hiring high-profile compliance specialists.

Exchange Admits it Suffered an Attack of Nearly USD 200 Million

A score of tokens got stolen in the massive hack. The PeckShield analytics firm was the first entity that reported the token withdrawal.

The bitcoin (BTC) exchange, Bitmart, struggled with a massive hack that cost at least $ 200 million, following a security breach in its hot wallets hosted on the Ethereum blockchain and Binance Smart Chain (BSC), respectively.

This information got reported in a statement revealed on its blog, where the company highlighted the identification of a large-scale security breach related to the ETH and BSC wallets.

According to what they said at the time, they were working to identify how hackers disrupted the exchange’s security. The thieves extracted figures of USD 150 million.

The affected ETH and BSC active wallets have a tiny percentage of assets on BitMart; the other wallets are safe and unharmed. BitMart is now leading a comprehensive security review and will release updates once they start achieving progress.

They Reported the Hack as Fake News

Although the company acknowledged the situation, it had previously been revealed by blockchain security and analytics firm PeckShield, via Twitter. They revealed in the social network the withdrawal of at least USD 100 million in tokens and cryptocurrencies in the Ethereum portfolio, and USD 96 million in BSC.

The entity shared the list of transferred assets and their amounts. It accounts for at least twenty tokens, including alternative cryptocurrencies, like Safemoon, BUSD, and Binance Coin (BNB). The funny thing is that many of the coins mined were cryptocurrencies memes, such as Shiba Inu, BabyDoge, or Floki.

Something that drew attention is that the exchange described the notifications of the massive theft as false news a few hours before they confirmed it. This news got clarified by PeckShield, who showed screenshots of the company’s Telegram group, which reflected the rejection position of the now compromised exchange house.

Bitmart claimed In one of their responses that the information about the hack was creating unnecessary tension and that they had repeatedly clarified that they had not breached the exchange’s security system.

Withdrawals are a normal thing that comes from hot wallets, they explained, while they denied in another message that the hack happened and assured that the accounts got secured.

BitMart will Pay with their Funds

The exchange’s CEO, Sheldon Xia, updated the situation early Monday morning. He highlighted that once they completed initial security checks and identified the affected assets, they had noted that there was a security breach originating from a stolen private key that had two of their active wallets compromised.

The CEO also stated that they are now doing “everything possible” to recover the security configurations, as well as their operability: The representative said they need time to make the necessary arrangements during this period. In terms of asset deposit and withdrawal, they remain confident that the functions would begin gradually as soon as possible.
